Expert Bio

Dr. Shad Sargand is nationally recognized for his expertise in general infrastructure and roadway construction as director of the National Asphalt Laboratory, an indoor pavement test facility house at the Russ College of Engineering and Technology's Ohio Research Institute for Transportation and the Environment (ORITE), where he serves as director.

Throughout his career, Sargand has worked to develop, improve and advance the quality and performance of asphalt pavement and roadways. He has led almost 90 research projects that have netted the Russ College more than $19 million, including test roads and experimental perpetual pavement throughout the state of Ohio.

The bulk of Sargand's investigations involve testing alternative roadway and bridge materials and construction, studying the effects of climate and temperature extremes on asphalt and other materials and developing testing measures for highway durability.

A native of Afghanistan, Sargand has also served as a volunteer liaison with Afghani universities and development officials to promote civil engineering education and encourage rebuilding of infrastructure in his home country's major cities. He has consulted extensively on reconstruction efforts in Afghanistan over the past decade.
