State Employees Eligible for Employee Development Funds Administered by DAS

  • For exempt employees, your EDF funds will cover the full cost ($3,480) of your registration fee, as long as you have the EDF funds available to you. If you have questions about whether you have sufficient EDF funding available, please contact DAS-EDF.
  • Exempt employees have the option of paying the entire registration fee upfront, or paying quarterly installments of $870.
  • Quarterly payment option:
    • Your initial payment must be received at least one week prior to the start of the program.
    • Subsequent quarterly payments must be received one week prior to the start of each quarter for your enrollment status to remain active. You will receive a reminder each quarter to make your payment using our e-market site.
    • At the end of each quarter, the Leadership Academy will provide a certificate showing the workshops completed.
    • You can use that certificate to seek reimbursement from DAS-EDF for that quarter's tuition payment.
  • EDF Payment levels for other eligible employees vary depending on the agreement in place between the bargaining until and the state. Non-exempt, EDF eligible employees have the same payment options as those for exempt employees for registration fees.
  • ALL payments are made using a credit card on Ohio University's e-market site.

State Employees Not Eligible for Employee Development Funds Through DAS

If you are a state employee, but are not eligible to use EDF funds through DAS to pay for professional development activities, you may have access to other professional development funds provided your bargaining unit, your agency or the state. Whether those funds will pay up front or require reimbursement, we are happy to work with you to ensure the requirements of your program are met.

Whether you use your own funds or a mix of funds, you are responsible for the full cost of the Leadership Academy, $3,480.

  • Employees have the option of paying the entire registration fee up front, using a mix of funds or paying quarterly installments of $870.
  • Regardless of the source of payment, an initial payment must be received at least one week prior to the start of the program (unless arrangements have been made with the Voinovich Academy).
  • Payment options:
    • Full payment- your registration fee must be received at least one week prior to the start of the program.
    • Mixed funding (UET, employer contribution, self-pay, etc.).
      • You are welcome to identify a mix of funding to pay your registration fee. Payment of funds is made through our e-market site. We are happy to work with any funding provider to provide appropriate information for the payment.
      • Payments from sources other than personal funds will be credited to your registration.
      • If payments from other sources do not cover the cost of registration, you will be contacted to make arrangements for the remainder.
    • Self-pay quarterly payment option:
      • Your initial payment must be received one week prior to the start of the program.
      • Subsequent payments must be received one week prior to the start of the quarter for your enrollment status to remain active. You will receive a reminder each quarter to make your payment using our e-market site.

Appalachian Scholarship Program

If you work or live in one of Ohio’s Appalachian counties, you may be eligible for a partial scholarship from our Appalachian Scholarship Fund. There are a limited number of partial scholarships available for each Leadership Academy.

To be considered for a scholarship, candidates from an Ohio Appalachian county must provide a letter of support from the director or agency head of their organization, demonstrating the organization's support for the candidate’s participation in the Leadership Academy.

If you are eligible for this option, please contact us at GVAcademy@ohio.edu to see if scholarship funds are available.

Once you've received confirmation, please complete the online application on the Leadership Academy web page.

Once you've completed the application, you will receive an automated response providing payment information. Please forward that automatic response email, along with the letter of support from the head of your organization, to the Voinovich Academy at GVAcademy@ohio.edu.

Please reach out to GVAcademy@ohio.edu if you have any questions.
