Program Evaluation

Our external evaluation professionals have extensive experience working with organizations to develop, implement and learn from the objective assessment of their work. This process has multiple potential benefits, including:

The Voinovich School conducts dozens of program evaluations each year, ranging from the assessment of billion-dollar statewide initiatives to programs being conducted by a single school district, nonprofit, or health-care provider.

Needs Assessment

Our staff regularly partner with organizations and communities to develop an objective, up-to-the-minute picture of local concerns and unmet needs. Although decision makers typically have years of experience in their field, changes happen quickly and can often be missed, particularly by those no longer working on the frontlines of an issue. Needs assessment can be an important first step to making sure planning and improvement initiatives are based on the most current information available.

Needs assessment can include:

  • Analysis of census data, service records, or other agency documents
  • Surveys of clients, residents, employees, or service providers
  • Focus group discussions targeting specific populations
  • Key informant interviews with community leaders, topical experts or other critical decision-makers

Needs Assessment Project Examples

  • Statewide CHW Workforce Assessment


    Working with a 14-member advisory group of Community Health Workers and individuals with deep knowledge of the CHW workforce, we are employing a mixed-methods approach that includes key informant interviews, focus groups and surveys of CHW employers, CHWs, and CHW supervisors as well as secondary data to identify the critical issues regarding the CHW workforce throughout Ohio.   • Healthy Tusc Community Health Needs Assessment (CHNA)


    Technical assistance provided to Healthy Tusc in developing, conducting, and documenting a Community Health Needs Assessment, which includes creating a data profile using secondary data, conducting and analyzing a community health status survey, identifying crosscutting themes through data triangulation, developing issue statements and profiles using root cause analysis, and sharing findings in a written report. Strategic Planning

Effective strategic planning facilitates leaders, staff and other key decision makers in a process to explore how available resources can be used to respond to change in ways that improve outcomes for clients and the community. No easy task, but with our help, this effort can result in an actionable plan for unifying investment, activity, communication, and assessment towards the achievement of common goals.

    Facilitate a strategic planning process with PCHD and the Child Injury Prevention Coalition to address and prioritize needs related to transportation safety and adverse/positive childhood experiences and assist PCHD in drafting the Strategic Plan. Ohio Department of Health/PCHD, OH

  • Athens County Health Department Strategic Plan


    Guide the Leadership group through a planning process to evaluate the organization, mission, vision, strengths, challenges, and direction, review mission and vision, identify core values, and develop broad goal areas; define and prioritize goals, set 5-year goals and 1-year objectives, and establish an accountability process; and provide a written summary and consultation for the final plan. Capacity Building & Consulting

Most organizations recognize that there is more that could be done to achieve their mission, but stepping back to identify and implement change can feel overwhelming. Voinovich School staff can identify areas that would benefit from improvement and work with entities to implement strategies for expanding or enhancing services.

  • Evaluation of Hamilton County COSSUP Grant


    Mixed-methods evaluation and technical assistance provided to Hamilton County Public Health in support of their Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP). Technical assistance is provided to the project team to enhance data collection infrastructure and to help build capacity for interviewing next of kin of overdose decedents and to develop a protocol for analyzing the resulting qualitative data.  Bureau of Justice Assistant/HCPH, OH

  • ACC Research Partnership


    Assessment, evaluation services, and technical assistance provided to the Appalachian Children Coalition (ACC). The PEER Team provides the ACC with a Director of Assessment and Evaluation, as well as other key staff members embedded in the Voinovich School, to lead in the development and implementation of a research, assessment, and evaluation agenda to promote the health and well-being of children in Appalachia Ohio. Data Analysis and Applied Research

We help government and nonprofit agencies collect and analyze information to facilitate better decision making. This includes details about who is being served, what their unmet needs are, the changes occurring in the environment, how these changes are likely to impact the agency, and – most importantly – how to best utilize available resources to effectively and efficiently contribute to the public good.

We can assist with:

  • Identifying and creating a plan to gather necessary information
  • Developing and implementing data collection tools, such as custom instruments, surveys (pen and pencil or online), focus group protocols, or interviews
  • Analyzing results from these or other data sources (agency records, the Census Bureau, other federal and state data sets, etc.) to answer key questions
  • Utilizing these results to develop recommended improvements and best practices
  • Communicating results and recommendations to key constituents via reports, data visualizations, PowerPoints, and presentations.

  • Evaluation of Charting a Course for Economic Mobility and Responsible Parenting Grant


    Designed to educate teens and young adults about the financial, legal, and emotional responsibilities of parenthood. Evaluation of the project includes a comparison study where similar groups of students who have and have not received the program curriculum are assessed to determine the effectiveness of the program. Data Collection, Analysis, and Secure Storage Details

  • Data Collection Capacity

    The Voinovich School staff have 20 years’ experience constructing and analyzing surveys and facilitating focus groups. We maintain the latest software and a high-speed, high volume scanner for projects such as The Partners in Technology to Improve Patient Safety survey, which was distributed to 750 Ohio pharmacists and 503 Ohio osteopathic physicians.  Voinovich School staff also have expertise in developing online surveys utilizing Qualtrics© software, and psychometric expertise to assess the validity and reliability of survey responses. 

  • Statistical Analysis Expertise

    Our faculty and professional staff provide data analytics and visualization assistance to facilitate organizational decision-making. Voinovich School projects typically include working with primary or secondary data, both quantitative and qualitative.

    Primary qualitative data tend to be derived from focus groups and interviews, with rigorous coding protocols in place to aid in analyzing the data. Software maintained in-house for these analyses includes NVivo, Atlas.ti, and MAXQDA.

    Our quantitative analytic capacity spans cross-sectional and longitudinal regression-based models, specific spatial analytic methods, duration and survival modeling, hierarchical linear models, and count data models. Software maintained in-house for these analyses includes R, Python, Stata, SPSS, and Tableau.

  • Data Security Protocols

    We have the capacity to manage large private datasets, including HIPAA protected information, utilizing a secure, password-protected File Transfer Protocol (SFTP).  SFTP is a standard protocol for accessing and managing files on remote file systems and allows for secure file transfers between locations.
