Article Processing and Open Access Fund
Purpose
The purpose of the Article Processing and Open Access Fund is to assist CHSP faculty in carrying out their scholarship activities in Open Access Journals. Open Access refers to the free access and distribution of research articles and books.
Allowable expenses only include publication fees, including page charges and subvention fees.
This year's program allocation is $15,000. Once the account is exhausted, no additional funding will be provided for a given fiscal year.

- Encumbered expenses can cross fiscal years.
- All requests must be accompanied by a short but detailed proposal (see below).
- Faculty may only receive full funding once a year from the program.
- CHSP faculty may submit one additional proposal for open access funds in the same year if their proposal includes a cost-sharing model. This model should demonstrate a commitment to open-access publishing while leveraging additional funding sources.
- Cost-sharing models could include:
- Contribution from the faculty member's departmental budget.
- Contribution from the faculty member’s RI account.
- Support from a university-level funding mechanism.
- A combination of the above.
- Proposals will be evaluated based on the following criteria:
- Strength of the research and potential impact of the publication.
- Justification for needing funding in an off-year.
- Reasonableness of the cost-sharing model
- Publication fees must be accompanied by proof of a publishing contract and a statement of fees.
Eligibility
- CHSP faculty engaged in scholarly activities are eligible to apply.
- Faculty with other sources of funding must expend those funds first.
- Priority will be given to pre-tenure faculty.
Acceptable Open Access Journal
Any peer-reviewed journal that meets each of the following criteria:
- the journal is listed in the Directory of Open Access Journals or is a member of the Open Access Scholarly Publishers Association
- the journal's publisher is conducting business in a manner consistent with the OASPA Code of Conduct.
- the journal is published in a fully open-access format based on a published schedule of article processing fees
Eligible Expenses
Funds are limited to $3000 per faculty member. For journals that have hefty publication fees, faculty are encouraged to solicit funds from Ohio University Faculty Research Support and request waivers from the journal.
Publication charges can include page fees, subvention fees, costs for color printing, copyright fees for images, and indexing costs associated with open-access publishing.
Publications with multiple CHSP faculty authors can be funded up to $3000 total as part of a joint request.
Only articles accepted for publication in peer-reviewed open-access journals are eligible. Articles may not still be under review; they must be accepted.
Ineligible Expenses
- Personal or institutional subscriptions or sponsorships.
- Advertising and promotion, dust jacket artwork, purchase of copies, and multi-author works for which the applicant only serves as the editor.
- Predatory journals.
Fund Expiry
There is no date limit on the fund at this time, but the support and impact of the fund will be evaluated on an annual basis during the normal budget cycle.
Payment
All costs must be incurred through Bobcat Buy or be covered by a university P-card. Upon approval of the funding request, the applicant’s department administrator will be notified and given an account to charge.
Proposal
The applicant must prepare a brief (maximum 2-page) summary of the request. The proposal must include:
- A description of the request, including the scope and projected outcomes.
- A budget, including a detailed rationale for how the funds will be used.
- Supporting documentation from the publisher, e.g., letter of acceptance, page charge invoice, contract showing the subvention fee, and journal impact factor.
- Submit your application online.
